Utility/Maintenance Worker I

 

General Summary

This position reports to the Public Works Director and Assistant Public Works Director. Work typically involves areas such as streets, storm and sanitary sewer, parks, and city facilities.

Essential Job Functions:

Duties may include, but are not limited to the following:

  • Installing, maintaining, inspecting, and repairing water meters, lines, pumps, gauges, hydrants, and other related equipment
  • Water line flushing
  • Reading water meters
  • Delivering service change notifications to customers
  • Performing water shut-offs and turn-ons
  • Taking samples from water systems
  • Taking samples and performing testing as necessary
  • Cleaning, maintaining, inspecting, and repairing City streets, sidewalks, pathways, and rights-of-way, including street cleaning, pavement patching, concrete forming/finishing, sanding/removing snow and ice, cutting, and removing trees and vegetation
  • Using and operating flagging/signing equipment
  • Maintenance and landscaping of city parks and facilities, including mowing, weeding, pesticide application, cleaning restrooms, litter pickup and garbage removal, and irrigation system operation
  • Setting up, cleaning, and stocking of community center for meetings and events, and performing various special event tasks
  • Painting and maintenance of city facilities
  • Operating various Public Works equipment, e.g., dump truck, loader, backhoe, mower, jackhammer, chain saw, various electric and gas-powered tools and equipment, welders, lance torch, etc.
  • Performing operator maintenance, such as conducting pre- and post-operation checks, maintaining proper fluid levels, changing parts, cleaning, etc.  Adhere to and perform established maintenance schedules on vehicles and equipment, e.g. service, tune-ups, etc.
  • Reading utility maps and conducting locates to accurately mark underground infrastructure lines
  • Maintaining harmonious and positive working relationships with city staff, other organizations, and the public
  • Communicating clearly with community members about matters related to the city
  • Submitting reports and work orders to supervisors or city hall staff in a timely manner
  • Following all safety rules and procedures for work areas
  • Assisting other staff as workload and staffing levels dictate
  • Maintaining proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility
  • Maintaining work areas in a clean and orderly manner
  • Performing operations and maintenance tasks to maintain the infrastructure within the city
  • Operate, maintain, and repair various Public Works equipment.
  • Ability to read and accurately interpret mapping systems and draw as-built sketches, blueprints, and maps.
  • Ability to work independently.
  • Required to lift material up to 50 lbs regularly.
  • Accepting direction from higher-level personnel and/or lead workers
  • Maintain a harmonious and positive working relationship with all employees.
  • While performing the duties of this position, the employee is frequently required to stand, sit, bend, stoop, reach, and manipulate objects, tools, or controls. The position requires physical mobility. Many duties are physically demanding requiring entry to confined spaces and moving materials weighing up to 100 lbs. Required to lift material up to 50 lbs regularly.

JOB QUALIFICATION REQUIREMENTS

The City will consider any equivalent combination of relevant training, education, and experience that provides the applicant with the knowledge, skills, and abilities required to meet the minimum qualifications of this position.

Minimum Requirements:

Minimum qualifications at the time of hire or similar work experience.

  • Minimum of high school diploma or G.E.D.
  • Valid Oregon driver's license in good standing.
  • Must be able to add, subtract, spell, and write distinctly and clearly. Candidate must be able to read and comprehend instructions and directions.

Licensing:

The following licenses must be acquired within the first 12 months of employment and maintained in good standing thereafter:

  • Ability to obtain CJIS Certification
  • Commercial Driver’s License

Preferred Certifications:

  • Water Distribution Certification, greater than Level I
  • Wastewater Certification
  • Pesticide Applicator
  • Flagging Certification

PHYSICAL DEMANDS OF POSITION

While performing the duties of this position, the employee is frequently required to stand, sit, bend, stoop, reach, and manipulate objects, tools, or controls. The position requires physical mobility. Many duties are physically demanding requiring entry to confined spaces and moving materials weighing up to 100 lbs. Required to lift material up to 50 lbs regularly.

WORKING CONDITIONS

Most of the duties take place outside of buildings, with exposure to all types of weather conditions on a year-round basis.  Exposure to safety hazards, including, but not limited to, bio-hazards, traffic, dirt, grease, noise, fumes or odors, dust or gases, chemicals, toxic materials, oil, and a variety of mechanical machinery. Possible exposure to blood-borne pathogens. Entry to confined spaces is required on an infrequent basis. 

WORK SCHEDULE

The position is subject to overtime and emergency on-call response after normal duty hours on a rotational basis. May require working on rotating shifts, weekends, and holidays.

BACKGROUND CHECK

Must be able to successfully pass a background check, which includes, but is not limited to: references, criminal history, DMV history, certification verification, and a drug test.
